Liaoyuan City, located in Jilin Province, once thrived as a coal-dependent city but now faces the challenge of resource depletion. In response, the city has shifted its focus toward the development of high-tech new materials, achieving remarkable industrial transformation. Since the start of this year, key economic indicators have shown growth rates exceeding 20%, marking a significant turnaround.
Once known as a coal hub, Liaoyuan struggled economically after coal reserves dwindled. Three years ago, the city launched an ambitious strategy, aiming to "seek opportunities in the high-end market" by promoting the development of new materials, expanding the health industry, and upgrading traditional advantageous sectors. This strategic shift has opened up a promising future for the region.
A key player in this transformation is Liaoyuan Deheng Co., Ltd., which produces differentiated synthetic fibers. As of last year, the company has an annual capacity of 30,000 tons of polyester, 5,000 tons of polypropylene, and spandex. It has become the largest polyester filament producer and the only spandex manufacturer in Northeast China. Another major enterprise, Liaoyuan Midas Aluminium Co., Ltd., has successfully entered the EU market within three years, producing high-grade aluminum materials used in subways, high-speed trains, and light rails.
In addition to industrial growth, Liaoyuan has also tackled environmental challenges. Over 80 million tons of coal gangue were previously piled up, causing land waste and resource loss. To address this, the city invested over 400 million yuan to build a modern cement plant that fully utilizes coal gangue. The plant now produces 50 million tons of cement clinker annually and contributes over 20 million yuan in tax revenue each year.
Through innovation, sustainable practices, and strategic planning, Liaoyuan has transformed itself from a declining coal city into a growing hub for advanced industries, setting a strong example for other resource-based cities in China.
