Oak Lawn outsourcing of emergency dispatch – update

The Village of Oak Lawn recently decided to outsource its emergency dispatch center as part of a cost-saving initiative. According to CBS Chicago, this move has sparked some concerns among neighboring communities, particularly Evergreen Park. During the latest Oak Lawn Village Board meeting, Trustee Bob Streit (3rd District) voiced his worries about the quality of service provided by the new dispatch center, referencing a letter from Evergreen Park expressing dissatisfaction. The letter, written by Evergreen Park's attorney Michael Cainkar to the dispatch center director Kathy Hansen, highlighted a series of incidents over the past few weeks that raised serious concerns about the reliability of the service. It seems that Oak Lawn's emergency dispatchers now handle calls for multiple towns, including Evergreen Park. When the dispatch center transitioned to a private operator earlier this year, many long-time dispatchers were laid off. Cainkar specifically mentioned one case where critical details, like the presence of a man with a gun, were allegedly omitted from the information passed on to responding police officers. In his February 24 letter, Cainkar emphasized that these recent issues posed a significant risk to public and officer safety. Streit echoed this sentiment, stating that this was just the beginning of the problem. During the meeting, Streit expressed frustration that neither the Village Manager Larry Deetjen nor Mayor Sandra Bury had disclosed these complaints to the board. He argued that as policymakers, the board should have been informed about such pressing matters affecting the safety of residents. "This board is meant to establish policies, but it's nearly impossible to do so when issues like these are kept hidden," Streit remarked during the session. On the other hand, Evergreen Park Mayor Jim Sexton seemed optimistic about the new arrangement. "At this stage, it's not a major issue," Sexton stated. He assured everyone that the employees of the emergency dispatch center and their contractor, Norcomm, prioritize the safety of the community above all else. Deetjen also chimed in, noting that the dispatch center manages over 100,000 calls annually for various communities, including Oak Lawn and Evergreen Park. While they strive for excellence, he acknowledged that perfection isn't always achievable. He pointed out that similar problems occurred under the previous setup but were handled discreetly within the framework of labor contracts. Mayor Bury added that if there were any noticeable changes or increases in errors post-transition, those hadn't been observed yet. She criticized attempts to politicize the situation, emphasizing that implying the old system was flawless would be misleading. "Mistakes happen, whether we're talking about the current or past systems," she explained. In conclusion, while some members of the Oak Lawn Village Board are concerned about the outsourcing of the emergency dispatch center, others remain confident that the new system will improve over time.
