Mysuburbanlife.com recently featured an article about how the DuPage County board utilized a new state law to dissolve the Fairview Fire Protection District. It seems like this move marks the beginning of a larger initiative aimed at streamlining local governance.
The groundbreaking legislation, SB-494, was signed into law by Governor Pat Quinn back in early August. This bill empowers the county to dismantle outdated or redundant government entities, such as mosquito abatement and sanitary districts, to enhance efficiency. At the latest County Board meeting, the proposal to dissolve the Fairview Fire Protection District in unincorporated Downers Grove was unanimously approved.
According to County Board Chairman Dan Cronin, DuPage County is leading the charge as the first in the state to implement such a law. He described the decision as a "historic moment." Cronin emphasized that the county is handling these changes thoughtfully and hopes their efforts will inspire similar reforms across the region and the entire state.
Currently, the Fairview District doesn't own any firefighting equipment or hire personnel. Instead, it relies on an annual property tax and has an agreement with the village of Downers Grove to handle emergency responses for around 187 properties. However, the district owes over $100,000 to Downers Grove, which became evident following an evaluation conducted by the DuPage County Board. Due to tax cap limitations, the district wouldn't be able to settle this debt without holding a referendum to raise extra funds.
In response, a Special Service Area has been established for those parcels, cutting out the Fairview District as an intermediary. The village has agreed to forgive the outstanding debt, and the creation of this Special Service Area will also cut down on administrative expenses, such as audit fees. Before the district can officially cease operations, an audit will need to be completed, and the County Board must pass an ordinance authorizing its formal dissolution. Afterward, a trustee in dissolution will be appointed, followed by a five-month waiting period before the district is fully dissolved.
Chairman Cronin mentioned that the county spent about a year and a half building support for this closure, but there are still four to five other dissolutions they plan to consider soon, including the Salt Creek and Highland Hills sanitary districts. He noted that consolidating services is a complex process and requires careful consideration to avoid imposing changes on reluctant stakeholders. For this reason, even the closure of just one district represents meaningful progress.
“It’s the tricky part about consolidation; there’s no one-size-fits-all solution,†Cronin explained. “Each entity needs to be evaluated individually.â€
