In December 20, the Ministry of Industry and Information Technology announced the tightening of new energy vehicle subsidy policy standards, including Suzhou Jim West, Jinlong United Automotive Industry (Suzhou) Co., Ltd., Henan Shaolin Bus Co., Ltd., Chery Wanda Guizhou Bus Co., Ltd., Shenzhen Five enterprises of Wuzhou Long Automobile Co., Ltd. imposed heavy punishment.

Since 2009, the central government has subsidized the promotion and application of new energy vehicles. Raise the “access threshold” subsidy policy and tighten again

After sorting out the tightening policy standards for new energy vehicles issued by the Ministry of Industry and Information Technology on December 20, the reporter found that it mainly involves setting central and local subsidy ceilings; improving the subsidy fund allocation method; and appropriately improving the three adjustment points of the recommended catalogue models.

First, set the central and local subsidy ceiling. Since 2009, China has subsidized the promotion and application of new energy vehicles. By the end of 2015, the central government has allocated a total of 33.435 billion yuan of subsidies. However, due to the breeding of “cheats and subsidies”, the central and local subsidy ceilings have been put on the agenda. Second, the subsidy funds were changed from ex ante to post-liquidation. Changing the ex ante payment to the after-the-fact liquidation should be regarded as a major highlight of the tightening of the new energy vehicle subsidy policy standards. In the previous case of new energy vehicle fraud, such as Jinlong Automobile, after the fraudulent exposure, the Ministry of Finance recovered its pre-allocated funds of 519 million yuan from the central government in 2015.

"Remove the advance payment to the after-the-fact liquidation, which may have some impact on the capital chain of some small enterprises. It should not affect the big car companies. This is also to some extent to promote the survival of the fittest of new energy auto companies." The person in charge of the new energy company told reporters.

Third, continue to improve the recommended catalog models. Up to now, the Ministry of Industry and Information Technology has announced four batches of "Recommended Models for the Promotion and Application of New Energy Vehicles", including passenger cars, buses and logistics vehicles. The first four batches involved a total of 1,700 models. In accordance with the tightening policy standards for new energy vehicles, the future new energy vehicle recommended catalogue models will be further improved.

".
