Pan Yue, the vice director of the State Environmental Protection Administration, recently held a press briefing to unveil the first batch of the "double high" product list for 2008. This list includes 141 products across six industries that are classified as "high-pollution" and "high-environmental-risk." Among these, 39 categories of goods—such as pesticides, paints, batteries, and organic arsenic—currently benefit from export tax rebates. The administration has recommended to the Ministry of Finance and the State Administration of Taxation to eliminate these rebates and also urged the commerce and customs authorities to restrict their processing trade.
According to Pan Yue, the creation of the "double high" product list is a key component of China's green trade policy. Out of the 141 items listed, 16 are highly polluting, 63 are high-risk in terms of environmental impact, and 62 fall into both categories. For example, the pesticide category includes 24 substances like DDT, inorganic salts cover 25 products such as sodium cyanide, batteries include 8 types like cadmium-nickel batteries, coatings involve 21 items including lead oxide, and dyes cover 43 products, while organic arsenic includes 20 items like benzoic acid.
Pan Yue emphasized that the production of these highly polluting products has come at a significant environmental cost. Because the pricing and taxation policies do not reflect the true environmental costs, many enterprises derive substantial profits through environmental degradation. Experts estimate that the cost of treating pollutants generated during the production of "double high" products typically accounts for 10% to 30% of total production costs, with some pollutants being extremely difficult to manage.
In addition, the State Environmental Protection Administration plans to establish a dynamic database for the "double high" product list, continuously updating it with new entries and information. This will ensure timely access for domestic and international organizations, enhancing transparency and supporting sustainable development efforts.
