Smart Manufacturing Special Project Progress Smooth Implementation Plan Preparation Meeting Has Held

[China Meter Network Conference Report] The Instrument Research Institute recently held a meeting to compile the implementation plan of the special project for intelligent manufacturing in Beijing. Deputy Director Zhang Rongzhen of the Heavy Equipment Division of the Ministry of Industry and Information Technology, Deputy Director of Huang Keihong, Director of the Equipment Division of the Beijing Economic and Information Commission, and Professor Dong Jingchen, an expert from the Manufacturing Office of the Chinese Academy of Engineering attended the meeting. They were from Shenyang Institute of Automation of the Chinese Academy of Sciences, Peking University, Beijing, and the Lisi System. Nearly one hundred experts from 29 companies such as Engineering Co., Ltd. attended the meeting. The meeting was presided over by director of the Instrument Research Institute Ouyang Jinsong.

At the meeting, Deputy Director Zhang Rongxuan introduced that in May this year, the Ministry of Industry and Information Technology stated that intelligent manufacturing is a new manufacturing model based on a new generation of information and communication technologies, and is the core driving force for a new round of industrial change. It is determined by “Made in China 2025”. Grab the main direction of future highs of industrial competition. Vigorously developing smart manufacturing is not only an effective way to speed up the transformation and upgrading of the manufacturing industry, but also an important focal point for creating new manufacturing advantages under the informational background. Therefore, the General Office of the Ministry of Finance of the Ministry of Industry and Information Technology on Smart Manufacturing of 2015 was released. The notice of the project's project establishment explained the overall requirements for project approval and implementation.

In June of this year, the list of smart manufacturing special projects was announced. A total of 94 related projects declared by several domestic research institutes, listed companies, and enterprises were shortlisted, among which Beijing Helishi System Engineering Co., Ltd. and Zhejiang Zhengtai Electrical Appliances Co., Ltd. Huali Instrument Group Co., Ltd., Chongqing Chuanyi Automation Co., Ltd., Henan Hanwei Electronics Co., Ltd. and other instrument companies are all involved in the application. Some listed companies even declare more than one project. For example, CSR reported through its subsidiaries. Rail transit vehicle bogie intelligent manufacturing workshop project and several other projects. In terms of research institutes, the China Electronics Standardization Institute has a total of nine projects selected and is the most selected unit. There are also seven projects selected by the Institute of Instrument Technology, Integrated Technology and Economics of Machinery Industry, and the special projects involved can be described as “Going out into the sea”.

The projects undertaken by the Institute were related to intelligent manufacturing, digitalization, etc. Zhang Zhang, deputy director of the conference, pointed out at the meeting that the process of advancing these projects should not be limited to the instrumentation industry, but could be extended to the production, processing, and manufacturing industries.

At the meeting, Deputy Commissioner Huang Kuihong introduced the management regulations for this special project in Beijing. Professor Dong Jingchen introduced the drafting plan and preparation requirements for the implementation plan. Director Ouyang Jinsong introduced the basic ideas and overall arrangements for the implementation of the project by the Institute. Group discussions were conducted on 7 projects and the project’s work objectives, tasks, technical routes, assessment indicators, and division of work among various units were clarified.
