Shaanxi Automobile Liu Keqiang: It is hoped that the government will release a new energy heavy truck policy

The Chinese auto industry, which spent the barbarous period of growth, has also begun its 2.0 journey under the tide of China's new economy. For the big but not strong Chinese auto industry, this is also destined to be a process of reconstruction, reorganization, and reshaping. At this critical juncture, government agencies and auto companies jointly explore and plan strategies for building a powerful automobile has gradually become the consensus of the industry.

In this context, the China Automotive Industry Development (Telda) International Forum was held on September 11-13, 2015 at the Meijiang Convention and Exhibition Center in Tianjin. The forum focused on the topic of “the development of the automotive industry under the new normal Leaders of ministries and executives of major mainstream car companies interpreted and discussed policy hotspots such as the development goals and strategies of 2020 car companies, blueprints and paths for the development of new energy vehicles, smart car and industrial remodeling, and internet thinking innovation in auto industry.

The following is the statement made by Liu Keqiang, deputy general manager of Shaanxi Automotive Holding Group Co., Ltd. at the workshop on the afternoon of September 12th:

Distinguished leaders, ladies and gentlemen, good afternoon! I come from Shaanxi Automobile. I may not be familiar with commercial vehicle companies. I think it simply means that we are leading from three products.

The first was the military vehicle products. Many people on September 3 during the military parade saw that the Shaanxi Army's military vehicles had been reviewed by the party and state leaders. There were four teams, especially the ones that took the longest missile. Steam military vehicle. We are the only company that participated in the parade four times.

The second is that our engineering machinery vehicle has the largest share in China, especially in urban construction.

The third is the new energy heavy truck that we are very proud of. We launched the nation’s first natural gas heavy truck from 2005. At that time, the horsepower was only 250, and now it has reached 380 or even more than 400 horsepower.

The theme of this afternoon is new energy. The importance of new energy has also been recognized throughout the country, and the country has issued a lot of policies to support the development of new energy vehicles from the policy level, and has also introduced many subsidy funds to promote the new energy industry. development of. However, we review the policy development of the new energy automotive industry from the past to the present. There are two characteristics.

The first feature is the emphasis on passenger cars and neglect of commercial vehicles.

The second feature is that our country’s new energy vehicles have a relatively high starting point for national support policies. We are directly in the right place and we have reached such a platform for electric vehicles. However, for the application of some alternative energy sources and some existing technologies at the current stage, there is insufficient attention to national policies. Therefore, I think there may be some deficiencies in these two aspects, which will lead to a certain gap between our policies and the current national conditions in China. .

I can show everyone a data. For example, for commercial vehicles, commercial vehicles account for a relatively small proportion of the country’s total vehicle production, and are easily overlooked. However, if we look at the perspective of energy conservation and emission reduction, the environmental pollution it brings is actually quite impressive.

Let's take a look. Compared with a heavy-duty truck and a sedan, we can see that the fuel consumption of a heavy truck is several times that of a truck. For example, a mechanical truck basically has a fuel consumption of over 40 liters. About 30 liters, and the car to 6 liters in accordance with national policies such a fuel consumption. Looking at the annual mileage, for many of our family cars, its mileage is one or twenty thousand kilometers a year, but for heavy trucks, the most basic one is 150,000 kilometers.

And for long-distance logistics companies, 300,000 kilometers has become the most basic figure. It has already begun to challenge 400,000 kilometers of driving mileage in one year. Therefore, we can see that although heavy trucks have a relatively small amount of vehicle ownership, its comprehensive pollution and discharge of a heavy truck can reach 50, 60 cars in a year. . In this way, the number of heavy trucks in China is currently around 4 million, and we have multiplied by 60. This figure is very impressive. This figure has exceeded the number of vehicles we have in our existing fleet of 140 million vehicles.

However, if this is translated, there may be more than 200 million vehicles. Therefore, in this respect, we must not overlook the use of commercial vehicles, especially heavy trucks in commercial vehicles, in respect of energy saving and emission reduction. Although the amount of such heavy trucks is relatively small, the impact figures are very large.

In addition, we look at the technical point of view, compared to the closest to the traditional car should be alternative energy sources, followed by electric hybrids, the hardest is the fuel cell, you can see, just now I said, our country's policy still see It is relatively long-term, but it is insufficient for immediate application.

Especially for commercial vehicles, the customer is concerned with a practical cost of the vehicle, especially heavy trucks. Electric trucks are basically not meeting the needs of heavy-duty truck customers at present, regardless of mileage or car cost or charging during operation. As well as the power requirements, no good technology has been found in the world. Therefore, we believe that starting from China’s national conditions, the new energy road for heavy trucks should be a situation that is closer to our current technology and our energy.

Based on this situation, Shaanxi Automobile's exploration of new energy commercial vehicles has started from two aspects. The first is alternative energy sources. The second is electric cars. The main alternative energy sources are heavy trucks of CNG and LNG, heavy trucks of diesel/methanol natural gas, heavy trucks of dimethyl ether, and heavy trucks of HPDI, which have solved some of the problems of the lack of natural gas trucks in the past.

We launched in 2005 to the present decade or so, we have a total sales volume of natural gas heavy trucks around 40,000, with a market share of around 45%. Of course, one is based on the present, we are also looking at the future of an electric car, electric car we also developed a pure electric, hybrid heavy truck, sanitation trucks and some short-distance logistics vehicles, we still can achieve based on both A balance, that is, we see that all of our heavy truck trucks basically have everything from alternative energy sources to electric vehicles, but now the main sales are natural gas vehicles, and sales of electric vehicles are relatively small.

Shaanxi Steam Natural Gas Heavy Truck

As we mentioned just now, especially for heavy trucks, subject to factors such as the operating environment, the more appropriate technical route in the current China situation is to give priority to the development of natural gas.

The first is that natural gas is feasible at the technical level. Through continuous improvement over the past few years, our product technology has now reached the fifth generation. It is completely feasible from the technical point of view.

The second is that energy provision is entirely feasible. In the past, China’s policy was to discourage the development of natural gas because of the possibility of development and competition among the people. However, over the years, we can see that the civil natural gas has basically met the requirements. And China's natural gas this year has seen a surplus. Therefore, we think that what we see from the formulation of China's policy should be to encourage development. It is only at the end of 2012 that the policy of the National Development and Reform Commission proposed to promote the development of natural gas vehicles. We believe that this is not enough.

The third is that energy saving and emission reduction is feasible. We calculated that a natural gas heavy truck is equivalent to planting 84 trees. If our sales of 40,000 heavy trucks are equivalent to planting millions of trees on the land of China. The tree, we think we are more proud. Moreover, natural gas is still the leading factor in natural gas heavy-duty trucks and diesel heavy trucks' policies. When the diesel was implemented in the third country, natural gas was already the fourth national, and now it has reached the national five, so it has assumed a very big responsibility in this block. .

But now there are many problems in our promotion. The first is the cost issue, which is 8 to 100 thousand dollars more expensive than an equivalent diesel vehicle. Although the difference can be returned in less than a year before the oil price has passed in the past, the price of diesel has fallen more sharply this year. As a result, SINOSTEEL has extended its use of gas, which has had a negative effect on the promotion of natural gas. This year, sales volume has fallen by 60%.

The second is that the construction of gas filling stations is not in place. Although CNPC, Sinopec, and CNOOC have already started construction in the past few years, they are still not in place. Therefore, we would like to stand in the perspective of our commercial vehicle companies. We would like to appeal to you, but also with the help of leaders, industry associations, and news media, and call on the country to pay attention to the commercial vehicle industry first when developing new energy vehicles. The second development of new energy vehicles is to be able to not only target electric vehicles, but also to develop a more mature natural gas vehicle. The source of a lot of electricity for electric vehicles is pollution, but natural gas is pollution-free from its source to its consumption. Therefore, we feel that we should support it from the national policy level.

In recent years, there has been no support policy for natural gas vehicles in national policies. Although some provinces have introduced some policies, they are not at the national level. We suggest that some countries should come up with some policies. In particular, under the circumstances that the drop in oil prices is severe and sales of natural gas heavy trucks are hindered, we still hope that the state will introduce some policies to promote the development of natural gas heavy trucks, so as to make our country's new energy automotive industry a development. Get better prospects.
