Requirements for access conditions for ammonium phosphate production

After more than seven months of brewing, the Ministry of Industry and Information Technology finally announced the “admission requirements for ammonium phosphate production (draft)”, which is expected to be formally introduced in May. The reporter learned from the China National Phosphate Fertilizer Industry Association on April 6th that the phosphate fertilizer industry has paid unprecedented attention to this criterion concerning future development. It is hoped that this will solve the problem of overcapacity, high dependence of sulfur resources, small scale of most enterprises, and energy consumption of some enterprises. Problems accumulated in high-pollution and heavy industries have guided the industry to a healthy development track.

The Consultation Draft pointed out that in order to effectively curb the blind investment in the phosphorus and compound fertilizer industry, prevent low-level redundant construction, standardize the development of the phosphorus and compound fertilizer industry, promote the optimization and upgrading of industrial structure, and comprehensively utilize the layout, scale and technology of production enterprises, energy consumption and resources, Environmental protection and other aspects clearly defined the access conditions for the phosphate and compound fertilizer industries. It is required that in the next 3 years, in principle, no new or expanded WPA and its associated monoammonium phosphate and diammonium phosphate plants will be newly built or expanded; in accordance with the enterprises that need to be relocated in the regional plan, the new WPA and its associated monoammonium phosphate and diammonium phosphate shall be newly constructed. When the device is installed, it must have phosphorus and sulfur resources, encourage the use of smelting by-product sulfuric acid resources, and encourage the use of phosphoric acid cascades. At the same time, the project construction must be supported by the construction of a fluorine recovery device and a comprehensive utilization project of phosphogypsum. The phosphogypsum must be fully utilized. The slag produced by the pyrite-based sulphuric acid plant must be completely recycled. The utilization rate of phosphogypsum must reach 15% of the annual production within 3 years. Enterprises that fail to meet the above requirements must be shut down.

China Academy of Phosphate Fertilizer Industry Association Secretary Xue Feng said that as early as in 2005, China's phosphate fertilizer production has surpassed the United States to rank first in the world. After 2007, the monoammonium phosphate and diammonium phosphate in our country appeared obvious excess phenomenon. As of the end of 2010, there were 96 monoammonium phosphate and diammonium phosphate production enterprises in China, and the annual production capacity of the two phosphorus compound fertilizers was nearly 3,000. Ten thousand tons, the total output exceeds 20 million tons, while domestic demand is about 13 million tons. The industry has gradually formed a consensus that it is urgent to suppress and regulate the rapid development trend of the ammonium phosphate industry by establishing industry access conditions.

In addition to overcapacity, deep-seated contradictions such as resources, energy, and the environment have become increasingly prominent. Last year, China's imported sulfur accounted for one-third of the world's trade volume, plus the import dependency of sulfur and sulfur resources imported from imported sulfuric acid and non-ferrous metal smelting industry imports was about 60%; the average phosphate of existing companies With a scale of 110,000 tons/year and low industrial concentration, it is difficult to form a competitive power; some enterprises have high energy consumption and heavy pollution, and comprehensive utilization of phosphogypsum has become a top priority in the development of the industry.
